If I can understand the minister's answer correctly, is the minister suggesting that if the child sexual abuse, child neglect or child abuse was perpetrated by a family member it would come under 'domestic violence' and if it was perpetrated by somebody who wasn't related it wouldn't be domestic violence?</text>
