LUCAS (15:26): </by> I rise on behalf of Liberal members to support the second reading of the Electronic Conveyancing National Law (South Australia) Bill. The establishment of national electronic conveyancing is an initiative of the Council of Australian Governments and is intended to provide a single national electronic conveyancing system for use throughout Australia. In February 2009, the commonwealth, state and territory governments entered into a national partnership agreement to deliver a seamless national economy, and the development of the National Electronic Conveyancing System (NECS) as a single national system was included in the agreement as one of 27 initiatives.</text>

          <text id="201311280416a7788da548bea0000689">It has been estimated by the government and others that this will generate national gross savings of up to $250 million per annum and reduce the cost of preparing and settling each transaction by around $230 once fully implemented. The national electronic conveyancing system will become operational when all states and territories have passed legislation.</text>
          <text id="201311280416a7788da548bea0000690">The shadow minister responsible (Mr Griffiths) has indicated to the Liberal Party that he sought feedback from the Real Estate Institute of South Australia and the Real Estate Institute has indicated its full support for the legislation. On that basis, the Liberal Party supports the second reading.</text>
