RIDGWAY (Leader of the Opposition) (14:26):</by>  Is the minister aware that page 61, I think, of the draft allocation plan refers to an Environment, Resources and Development Court decision which said that if the total management limit is not being exceeded and if there are no environmental triggers, then there are no legal grounds to reduce the allocation? Given that your report acknowledges that, will you exempt zone 5A until you have addressed that matter?</text>
