        <text id="20120228b62fad850e24494380000038">In relation to the South Australian Housing Trust (SAHT), recurrent expenditure in 2010-11 amounted to $720.9 million, and was underspent by $82.6 million compared to the revised budget of $803.5 million. The largest factor responsible for this was an underspend of $92 million for donated assets expense. This was expected to be incurred in relation to the transfer to community housing providers of properties funded under the Commonwealth Government's Nation Building and Economic Stimulus Plan. However at 30 June 2011, the proper accounting treatment for this transfer was still under review.</text>
        <text id="20120228b62fad850e24494380000039">Capital expenditure in 2010-11 amounted to $314.5 million, and was underspent by $30.5 million compared to the revised budget of $345 million. The largest factor responsible for this was an underspend of $33.8 million in relation to construction expenditure under the Nation Building and Economic Stimulus Plan, arising from delays to some projects caused by unfavourable weather conditions, as well as the retention of some funds by SAHT to reimburse the value of SAHT owned land that has been contributed to the program.</text>
