WORTLEY (Minister for Industrial Relations, Minister for State/Local Government Relations) (15:06):</by>  I cannot give any indication right now as to when I am going to introduce the appropriate legislation. I think there is a process we have to go through in regard to consultation and, once that process has gone through, we will then consider all the submissions and we will make a decision then. But I would like to think that it will be done before next Christmas. We can assure you that, next Christmas, people will have their penalty rates if they are working Christmas Eve. We have a due process, and we have to go through that with proper consultation, and I will then make a decision.</text>
