Mr Stephens during question time. I wish to place on record that I made the decision to refer the draft provisional report to the police commissioner last Friday. I subsequently instructed my department to make arrangements for the report to be sent to the police commissioner at the earliest opportunity. I then signed the letter yesterday addressed to the commissioner, informing him of my decision, and my office has since made arrangements for the department to make available to him a copy of that report.</text>
