HOLLOWAY (Minister for Mineral Resources Development, Minister for Urban Development and Planning, Minister for Industrial Relations, Minister Assisting the Premier in Public Sector Management) (15:06):</by>  As I said, it will obviously have to be done in a number of stages because it will cost, I imagine, some millions. I think there are four stages proposed, and I would be surprised if the first stage cost any less than $1 million. I suspect it will be somewhat more. Obviously we will only be able to afford to do that over a number of years, so we will have to progressively work through it. That was part of the commitment that we took on when we took over the land. I am sure the end result will be a fantastic facility for the people of Highbury, but we will obviously have to work through that progressively.</text>
