HOLLOWAY (Minister for Mineral Resources Development, Minister for Urban Development and Planning, Minister for Small Business) (15:08):</by>  My role as Minister for Urban Development and Planning is essentially to ensure that the process of rezoning the land at Gawler East is undertaken in an appropriate manner, but it was the government's view that because transport matters are a key issue in Gawler—and have been for many years, as I am sure the Hon. Mr Dawkins would understand—it was considered appropriate that, simultaneously with the release of the DPA, the report in relation to transport issues should be released. However, they are essentially matters for my colleague the Minister for Transport.</text>
        <text id="2009060248722701d10c4129a0000192">As the planning minister, it was certainly my view that we could not adequately address or have the public consider the new development plan without an indication, as has now been provided, of the government's transport policies for that area.</text>
