If, as the minister says, this was a council initiative, is it correct that the minister declared it to come into interim operation, under section 28, on 21 August last year, before any consultation with the community had occurred?</text>

HOLLOWAY (Minister for Mineral Resources Development, Minister for Urban Development and Planning, Minister for Small Business) (15:06):</by>  I will have to check the record. I deal with one or two development plan amendment applications every week and there are numerous applications relating to a whole range of issues. There may well have been other reasons why the council sought interim operation, and I presume it would. It would be unlikely in a case such as this that I would support interim operation of a development plan unless there was a specific request from the council. As I have said, I will have to check the record. I have dozens of these every year.</text>
        <text id="2009030595ae5debdce640f0a0000155">I had a recent meeting with the group and undertook to investigate the situation, and I will do that. I will check to see exactly what were the issues in relation to interim operation, and I will get back to the honourable member on that matter.</text>
