How can the minister give an assurance to the council or the community that he has not breached the probity guidelines if he is not in a position to know what they are? I am not asking overall: I am asking whether he is allowed, as a Rann government minister, to attend a fund-raising function organised by the fund-raising arm of the Labor Party and hosted by a company associated with one of the bidders. It is a simple question.</text>
