HOLLOWAY (Minister for Mineral Resources Development, Minister for Urban Development and Planning, Minister for Small Business) (15:02): </by> The planning review was out for circulation to government departments as part of the cabinet process. Those recommendations, as a rule, have been in the form of cabinet considerations being considered by all relevant departments, including the Department for Environment and Heritage, and they have contributed at some length, I would suggest, to the development of these policies. I again make the point that, in fact, one of the principal thrusts of the development policy is that, while it seeks to expand the area in an urban growth boundary, it does so in the context of the overall thrust of the policy seeking to contain urban sprawl more effectively than we have done in the past.</text>
