HOLLOWAY (Minister for Police, Minister for Mineral Resources Development, Minister for Urban Development and Planning) (15:39):</by>  The Adelaide City Council is responsible for issuing permits. It seeks the advice of the police. The police act entirely independently on these matters. They do not ask the government's permission; they simply give advice as to the risk to the city council. The city council can make a decision. It is up to the council whether or not it takes police advice.</text>
