SCHAEFER (17:45):</by>  The opposition will be supporting this bill, which seeks to give more transparency to the implementing of water restrictions, and requires that such restrictions be the subject of notice given in the parliament. This gives the parliament the opportunity to scrutinise such restrictions and to have them brought in by regulation, which the parliament has the opportunity to disallow if that is a practical course to take. We believe that the current restrictions are difficult to understand and difficult for people to have any opportunity to debate or discuss. We will be supporting this bill.</text>
