          <inserted>Changing place facilities built under the Changing Places Initiative are not required to have MLAK access. This is the decision of each site owner and may be based on a range of factors including public access and safety. </inserted>

          <inserted>Government, councils and private organisations are also entitled to invest in changing place facilities outside of the Changing Places Initiative. The Changing Places website, changingplaces.org.au/find, shows that 20 out of 26 fully constructed and operational changing place facilities in SA require an MLAK. </inserted>
