MULLIGHAN (Lee—Treasurer, Minister for Defence and Space Industries, Minister for Police) (14:46):</by> We have now got a situation where, other than reflecting on a debate that has been through this house or asking a minister of the Crown for a legal opinion, it seems like the member for Bragg has engaged in a second reading speech and a vote on a piece of legislation and he doesn't know what he has voted for.</text>
