The time for reviews is at the end of an issue, not during it. I'm trying to think of the best analogy of a most recent example of a virus coming from another part of the world into our state, and what happened then was the opposition at the time, occupied by members from this side of the house, were not running around trying to impose retrospective reviews on a crisis that was unfolding and an issue: what we sought to do was provide bipartisan support and—</text>

There may be a time for reviews later down the track but doing a review in the middle of the event doesn't seem to be a particularly productive exercise.</text>
