MICHAELS (Enfield—Minister for Small and Family Business, Minister for Consumer and Business Affairs, Minister for Arts) (15:21):</by>  I certainly, and this side of the house supported the former government's increase in the payroll tax threshold which, quite frankly, actually carves out most small businesses from payroll tax. Yes, small businesses throughout South Australia are largely not paying payroll tax and I commend the former government for those changes.</text>
