            <inserted>Employee benefit expenses increase of $2.3 million mainly due to the formation of the Housing Infrastructure Planning and Development Unit ($0.8 million), fee reforms ($0.9 million) related to private certifier fees and code amendment fees, and memorandum of understanding agreements ($0.4 million) with Renewal SA and the Crown Solicitor's Office. </inserted>
