MALINAUSKAS (Croydon—Premier) (14:40):</by>  I thank the Leader of the Opposition for his question; it is an important one. For the life of this government, in the two winters for which we have been responsible, we have released the winter management plan in May. The government is committed to, again, releasing the winter management plan in May. There is good reason for that. Obviously what we plan to do in winter needs to be designed in the context of the challenges that we've got and the opportunities we've got before us at the time. We would be doing the plan itself a disservice by pre-emptively doing that in a way that is out of context to those designs. So May is the appropriate time for that plan to be released and that is what the government is committed to.</text>
