        <text continued="true" id="20231102bcc29ee4952b4c30a0000020">These regulations were tabled in both houses of parliament on 5 July 2022 and referred to the Legislative Review Committee. The committee raised a concern against one of the committee's scrutiny principles, that being whether an instrument unduly trespasses on personal rights and liberties. On behalf of the committee, I gave a notice of motion to disallow the regulations as a holding motion on 2 November 2022. A subsequent report has now been prepared, which I ask be noted by the house today. Given the holding motion remains in the form of a disallowance motion, I intend to keep that in place and allow reasonable time for members to consider the report. I commend the report to the house.</text>
