          <inserted>Across its two budgets, the Malinauskas government has sought to make savings by;</inserted>
        </text>
        <text id="202309262be20ce4aebf4742a0000847">
          <item sublevel="1" bullet="true">
            <inserted>diverting resources from programs that were not a priority for the government; </inserted>
          </item>
        </text>
        <text id="202309262be20ce4aebf4742a0000848">
          <item sublevel="1" bullet="true">
            <inserted>introducing operating efficiencies in non-frontline services, and;</inserted>
          </item>
        </text>
        <text id="202309262be20ce4aebf4742a0000849">
          <item sublevel="1" bullet="true">
            <inserted>allocating executive reductions to agencies.</inserted>
          </item>
        </text>
        <text id="202309262be20ce4aebf4742a0000850">
          <inserted>Both previously approved general operating efficiencies applied by the former government, and savings applied by the current government, form a part of an agency's base budget that the chief executive has the responsibility to manage. Additional savings sought by the Malinauskas government now also form agency base budgets across the forward estimates'.</inserted>

          <inserted>Given previously applied efficiency dividends simply form part of the agency's base budget, there is no specific monitoring of previously applied efficiency dividends other than standard monitoring of the agency's overall financial performance against its approved budget.</inserted>
