But largely, in relation to a claim arising out of the conduct by another in relation to a civil matter—it may be a civil matter. If it's a compensation matter arising out of a claim against the Victims of Crime Fund, then generally that requires that there be either a convicted party or an offender unknown, and that can be in some circumstances available.
