          <inserted>As a result of the government's decision to expand the eligibility criteria for the Starter Loan, an additional 60 households now own their own home. This change has delivered a 43 per cent increase in the number of loans provided under the Starter Loan scheme. The eligibility criteria for the Starter Loan were expanded in the state budget by increasing the income brackets for eligible applicants as follows:</inserted>
