CHAPMAN (Bragg—Deputy Premier, Attorney-General, Minister for Planning and Local Government) (15:13):</by>  Firstly, it's Mr Soulio who has had responsibility for the implementation of this program. I have explained it to the parliament before, in the long passage of the development of this legislation through the parliament. I have been very grateful for the member for Florey's contribution. That contribution was very long, so it did somewhat extend it, but that is the parliamentary process. I am very pleased to have had that contribution, but it did extend it.</text>
        <text id="20210401335fc6e1679a4f9a80000682">Unfortunately, the member for Florey's contribution included criticism of the appropriateness of the appointment of Informed Sources as the agent to actually do this reporting. Her criticism, as I have explained to the parliament, resulted in the commissioner taking the view that, in view of the allegations made in respect of the ACCC, it was appropriate that there be a full tender process, which of course took the matter out another six months. That delay is unfortunate, but I am very pleased to confirm that, for the people of South Australia, this is in place, it is operational and it is effective.</text>
