VAN HOLST PELLEKAAN (Stuart—Minister for Energy and Mining) (16:15): I move: That this bill be now read a second time. This will be an extremely short second reading explanation. A supply bill is necessary until the budget has passed through the parliamentary stages and the Appropriation Bill 2021 receives assent. In the absence of special arrangements in the form of the supply acts, there would be no parliamentary authority for expenditure between the commencement of the new financial year and the date on which assent is given to the Appropriation Bill. The amount being sought under this bill is $6.161 billion. I seek leave to have the explanation of clauses inserted in Hansard without my reading it. Leave granted. 1—Short title This clause is formal. 2—Interpretation This clause provides a definition of agency. An agency is a Minister, an administrative unit, or part of an administrative unit, of the Public Service of the State or any other instrumentality or agency of the Crown. 3—Appropriation This clause provides for the appropriation of up to $6.161 million from the Consolidated Account for the Public Service of the State for the financial year ending on 30 June 2022.
