          <inserted>This increase was approved in order to provide the Outback Communities Authority with a sufficient working capital balance for the 2019-20 financial year (this amount will carryover over as an opening cash balance from 2018-19 to 2019-20). At the time of this approval, it was noted that further adjustments may be required in future financial years in order to maintain an appropriate working capital balance.</inserted>
