          <inserted>The variance between the 2018-19 budget and 2018-19 estimated result should equate to $3.985 million.</inserted>

          <inserted>During 2018-19, the budget of $4.4 million for the planning reform implementation was reprofiled across the forward estimates in response to the approval of a three phase deployment strategy for the new system (Phase 1—Outback Areas, Phase 2—Rural Areas and Phase 3—Urban Areas). Further, $0.9 million of unused funds from 2017-18 was carried over into 2018-19 and a budget of $0.5 million was reclassified to operating. This funding was to support a more extensive program of community engagement and change management compared to what was initially expected.</inserted>
