          <inserted>*It is not possible to forecast future costs across the forward estimates, because budgets are set annually based on operational requirements linked to the strategic plans developed and approved at board level. Therefore, the forward estimates are subject to decisions regarding internal strategic allocation of resources. Any estimate beyond 2019-20 will be unreliable.</inserted>
