            <inserted>Outback areas – phase 1 areas – are the unincorporated areas of the state – those which are not within the area of a council – they comprise land to the north of Goyder's Line excluding Roxby Downs and Coober Pedy (both of which are in the area of a council) and all of the state's coastal waters along Adelaide's coastline.</inserted>
