          <inserted>The general government sector budget holds a contingency provision over the forward estimates to maintain the overall size of the government's investing budget. While agency investing budgets typically decline over the forward estimates as approved projects are scheduled to finish, the contingency provision will rise as the unallocated component of the general government sector budget increases.</inserted>
