CHAPMAN: —to join up the accommodation arrangements of an accused in a murder case with some knowledge by a Minister for Correctional Services, the presumption being that in some way there must be some association with the accommodation arrangements of this particular person, whether he is known or otherwise, to the Minister for Correctional Services.
