CHAPMAN:</by>  —the family of the government's decision that had clearly already been taken so that it would be a matter that they would be informed of before the public announcement was made. The terms of settlement, which would be evident from the deed, were signed last Friday and the announcement made, of course, on Monday with the opportunity to meet over the weekend if that was something that the identified person wished to do. That was declined. I think that answers the question. I hope it does.</text>
