MULLIGHAN (Lee—Minister for Transport and Infrastructure, Minister for Housing and Urban Development) (14:14): As I have already outlined to the house, we entered into an agreement to lease because there was an urgent need for the government to procure a rebuild of that car park. As I have just said to the leader, and I am not seeking to disagree with the leader and the finding that the Auditor-General makes about what he has described as a lack of available documentation for him to base the comments in his report on, because a lot of that documentation was analysis and advice which was provided to cabinet. So the ability to reveal that analysis and advice is, of course, stringently limited. It is my reading, it is my understanding of the report, that that is the basis on which he makes his comments about transparency.
