          <by role="office">The SPEAKER:</by>  As I said before, it has taken 35 minutes to get to questions. That would normally not be the case in question time. Normally, the questions would start much closer to 2pm, but the house has been away for several weeks and it is necessary, for the purposes of the accountability of the government to the parliament and the people, for us to go through the tabling of regulations and ministerial statements and reports.</text>
