How can the Independent Commissioner Against Corruption adequately fulfil the terms of reference 2, 3 and 4 of his Oakden maladministration inquiry, which deal with what information may have been communicated to ministers and what action they took or failed to take, if he is denied access to cabinet documents?</text>
