The fact that it used a particular incident as the starting-off point to actually undertake a broad review of this institution is not difficult to understand. Of course you start with the relevant incident. It's the very thing that the community visitor raised. It would be inappropriate not to start at that point, but of course he looked more broadly. It's difficult to understand the point the Leader of the Opposition makes. The report itself is a thoroughgoing review of all the issues—</text>
