          <inserted>The project costs for the upgrade of the payroll system were approved in two stages, as it was necessary for some work to be undertaken in order to quantify the full costs to the government. The costs approved in 2014 and incurred for the first part of the project were $11.4 million. Approval in 2015 for full implementation was for the total project cost of $22.2 million (including the initial $11.4 million).</inserted>
