Why did the minister inform the house on 22 March 2016 that he was first advised of the delay to the technical completion of the new Royal Adelaide Hospital on 21 March 2016 when the SA Health Partnership's master works program report No. 58 projecting a 25 May finish had already been provided to the government earlier in that month?</text>
