Given that I had made an announcement in January that the hospital was likely to be up to two months late and my office was then telling journalists, no, that is not the case, I would have thought media outlets would be reporting that there was a contradiction between my office and what I had been saying for the previous two months. But putting that aside, even if based upon what the opposition have said, the reason was it wasn't. The decision to make an announcement was made Monday afternoon.</text>
