Given that the government's efforts have been focused on maximising local participation, certainly by businesses but also particularly by workers, I am not quite sure whether it would be in the public's interests for us to delay a project in order to deliver an economic benefit to an adjacent state to the detriment of people who use our road network and our public transport system.</text>
