          <inserted>'Office holders in the PSA' is taken to mean 'Officers' under the Association Constitution and Rules, that is, the President, the Vice-Presidents, the Treasurer, the General Secretary and the Assistant General Secretary of the Association.</inserted>

          <inserted>Under the Rules of the Association, officers must be elected from the membership of the association. Therefore these officials are either employed within the SA public sector and concurrently hold office within the PSA or have previously been employed by the SA public sector and some may hold a 'right of return' to public sector employment.</inserted>

          <inserted>This is longstanding practice held over by many governments.</inserted>

          <inserted>I am unable to disclose the nature of the substantive fallback positions due to provisions in the Information Privacy Provisions, but will provide information on which departments those positions are in.</inserted>
