PICCOLO (Light—Minister for Disabilities, Minister for Police, Minister for Correctional Services, Minister for Emergency Services, Minister for Road Safety) (14:53):</by> I thank the honourable member for his question: it's actually a rhetorical question. He knows—and I said it when we actually signed the contract—that no supplier and no network, as I have just said already if you were listening, can actually provide 100 per cent coverage. What we need to ensure is to understand where that coverage is not available for whatever reason and manage that risk. You can put in complementary systems to do that. That happens right across the world.</text>
