I was trying to assist the commissioner and I think, given that not the entire transcript has been released, it is unfair of the opposition to think that I do not understand the cabinet process. I do understand the cabinet process. I take responsibility for my cabinet submissions. The point I was attempting to make is that I do not change advice.</text>
