RAU:</by>  It is my understanding, for example, that they need to make certain applications in respect of the land that they propose to acquire, and that these applications must be made by them and they must be made and progressed by them. The government is not in a position to make these applications on their behalf, so these applications need to be made and they need to be progressed. At the end of that process, assuming that the applications are successful, then we have a state of affairs which enables the rest of the transaction to proceed.</text>
