I want to make it very clear, though, Mr Speaker, to the extent—and I don't know this, so I'm putting this caveat out there so it's on the public record—that anything they need to do remains commercial in confidence, and I don't believe it does, but to the extent that it does, obviously I'd have to be circumspect about that, but otherwise, yes, I'm very happy to make those inquiries. It is my understanding that the final execution of the first phase of this agreement results in, from the government's point of view, an execution of a transfer and, from their point of view, the payment of an amount of money, yes.</text>
