KOUTSANTONIS (West Torrens—Treasurer, Minister for Finance, Minister for State Development, Minister for Mineral Resources and Energy, Minister for Small Business) (14:34):</by>  These infrastructure programs are generally funded on an 80:20 basis with the commonwealth, and we are in negotiations with the commonwealth government; my colleague, the Minister for Transport and Infrastructure, is involved in negotiations with the commonwealth government. The Leader of the Opposition is calling on me to bring forward tax cuts, abolish the emergency services levy, provide a budget surplus, and build the Strzelecki Track. What programs does he want me to cut to pay for it, or do we not want the commonwealth government to be a funding partner?</text>
