New clause, page 12, after line 15—After clause 15 insert: 15A—Insertion of section 23A After section 23 insert: 23A—Approval of animal ethics committee by Minister (1)	The Minister may approve a body as an animal ethics committee for the purposes of this Act. (2)	The Minister may only approve a body under subsection (1) if satisfied that— (a)	the body is constituted in accordance with the membership requirements for an animal ethics committee (within the meaning of the Code) as laid down in the Code; and (b)	the body has appropriate procedures and standards in place to enable the body to comply with the Code in performing functions for the purposes of this Act; and (c)	the body is otherwise suitable to act as an animal ethics committee for the purposes of this Act. (3)	An approval under subsection (1) may be conditional or unconditional. (4)	The Minister may vary or revoke an approval under subsection (1). No. 5.
