In general terms, all the unions and all the volunteers have been consulted in terms of the process to date. I know that a number of members of the opposition have been to those meetings. Specifically, as to the final wording of those agreements, no, we haven't started that process. In fact, on Monday I announced a whole range of work groups which have been established. They are available on the internet.</text>

I haven't entered into detailed discussions with either the PSA or the UFU at this point, but that will happen in due course before people are permanently reassigned.</text>
