That was handed down just before Christmas last year. Can the minister please explain why Transforming Health was not released, in accordance with the minister's own public statements?</text>

I had very strong representations made to me that over the Christmas break period was not a good time to undertake consultation. So, in accordance with that, we decided to delay it. It also gave more time to refine the proposals, and I do not pull back from that.</text>
