Am I correct in saying that your explanation means that members of parliament in the proceedings of parliament are able to disclose that they have referred matters to ICAC without breaching the act?</text>

One would exercise that with great caution, and I will say one other thing, and that is that, where the statutory prohibition on disclosure is created by federal law, that might create different considerations.</text>
